Launched in 2001, the .NAME universal domain extension is the sole TLD supposed to be for personal sites only. These domains can be personal or fictional names, nicknames and/or other titles people are famous by. Initially, solely 3rd-level registrations were allowed, so if you wished to obtain john.doe.name, you were supposed to do that under .doe.name. In 2004, however, the registration process was loosened and 2nd-level registrations were also permitted. Already purchased 3rd-level names remained running.
